Telus will start charging 15 cents for incoming text messages as of August 24th. Bell is the only other provider that has such a charge (which they started on the Olympics, probably to avoid news coverage).

How to get refunds for Spam Texts

Apparently they do have a refund mechanism for "spam" or "unwanted" texts, but it is a pain. You have to forward the message to a certain number with a certain subject line. This can lead to privacy issues regarding "unwanted" texts, and can take a while, and is pretty much impossible if you are "bombed".
