Here's what he had to say regarding Bell mobile browser and data charges:

Unless you subscribe to the Unlimited Mobile Browser feature or a Fun
bundle that includes it, you will be billed 5¢/Kb or $51.20/Mb on a
pay-per-use basis when using the Mobile Browser.

For example, if you send one picture to your online album you will use
approximately 75 Kb, which is equivalent to $3.75. If you download a
True Tone you will use approximately 145 Kb, which is equivalent to
$7.25. This is on top of the per unit price of the downloadable items
you are purchasing.
 
If you like downloading games, sending personal pictures/videos,
listening to music or watching TV, ensure that you subscribe to the
Unlimited Mobile Browser feature or a Fun bundle to avoid high
pay-per-use charges due to the large download file sizes for these types
of content.
 
In addition, I wish to advise that US Mobile Browser usage will be
billed at $0.05/kb. Please note that if you are travelling outside of
North America, mobile browser service will not be available. However,
data services are available to selected PDA or Blackberry devices.
